Labour Conference 2025

With Starmer presiding over an unpopular Government, it is crucial that the Left is represented at Labour Conference to make the case for transformative policies, from wealth taxes to public ownership. Last year Conference voted to repeal cuts to Winter Fuel Payments and the Leadership was forced to withdraw an anti-migrant motion due to opposition from trade union and CLP delegates. It showed how important it is for socialists and progressive to represent their CLPs at Conference.

Conference is scheduled to take place in Liverpool from Sunday 28 September to Wednesday 1 October. Planning is also underway for the Labour Party Women’s Conference, due to take place on Saturday 27 September.

Momentum will also be hosting a joint fringe event during Conference, in collaboration with the Campaign for Labour Party Democracy. More details to follow.

Becoming a delegate

The most important thing you can do to challenge Starmer’s reactionary agenda at Conference is to get elected as a delegate or support other socialists and progressives to do so. If you can do either of those things, please fill in our form below.

CLPs are entitled to one delegate for the first 749 full members and a further delegate for every additional 250 individual members. At least every second delegate from a CLP has to be a woman, and where only one delegate is appointed this must be a woman at least every second year. In CLPs where there are 100 or more women members, an additional woman delegate may be appointed. In CLPs where there are 30 or more young members, an additional delegate under the age of 27 may be appointed. To be eligible for nomination, delegates must have joined the Labour Party on or before December 2023. No CLP shall be represented by more than 6 delegates in any given year.

CLPs have until midday on 27th June to submit information of the delegates they are sending to Conference.

Internal Elections

Elections to national committees will be getting underway soon. All these positions will be elected by delegates at Annual Conference or Annual Women’s Conference. A full list of all the positions that are up for election this year including a full timetable can be found the Labour Party web page here.

We’re looking for candidates for the Conference Arrangements Committee (2 CLP reps, 1 disabled members’ rep), the National Constitutional Committee (3 reps) and the National Women’s Committee (6 reps).

If you support our aims and objectives and want to stand in one of these elections. Let us know by Wednesday 12th February at 5pm.

Contemporary Motions and Rule Changes

CLPs can submit either one contemporary motion or one constitutional amendment (rule change). Motions must be ‘contemporary’, meaning that they address a policy issue not substantively addressed in the National Policy Forum report, which will be published in the Summer. Six motions from the CLP section can be debated at Conference, as well as six motions supported by affiliates. CLPs that decide to submit a contemporary motion must wait until the publication of that report before submitting. Meanwhile, we will be circulating recommended rule changes to our members within the coming months, so please watch this space.
